Navigator supports Zambia’s digital inclusion agenda by providing a single, place-based reference for planning, coordinating, and tracking digital infrastructure and service delivery across the country.
Digital inclusion requires more than infrastructure investment. It depends on understanding where people live, where public services are located, where coverage exists, and where gaps remain. Achieving impact at national scale requires coordinated action across institutions, sectors, and locations.
Why Coordination Matters
Digital inclusion initiatives are delivered by multiple government institutions, private sector actors, and development partners. These efforts span thousands of locations, including schools, health facilities, markets, borders, local authorities, and community spaces.
Without a shared reference for places, coverage, and progress, delivery efforts risk fragmentation, duplication, and uneven impact. Effective coordination depends on the ability to view interventions spatially, compare coverage across locations, and track progress consistently over time.
